The project to build the Princess Diana memorial fountain was so badly conceived and carried out that it will drain public funds for years to come, a British parliamentary committee said Tuesday. The Commons' Public Accounts Committee said the fountain in London's Hyde Park had suffered "basic project management failures" which has cost 2.2 million pounds (3.1 million euros, 3.8 million dollars) more than projected.
